A colourful and boisterous place in normal times, Guánica today presents a ghostly and deserted air, the sea breeze whistling through the ruins of the collapsed buildings that dot its streets.

The signs of life are a few: stray cats and dogs and a handful of families furtively piling their belongings into vehicles as they evacuate their homes.

The town sits near the epicentre of the 6.4 earthquake that rocked Puerto Rico on Tuesday – the worst tremor to hit Puerto Rico in a century – which killed at least three people and left thousands homeless. Large-scale aftershocks, including one of 6.0 magnitude on Saturday morning, have rocked the island ever since.


“I’ve never experienced anything like this,” said Edith Muñiz, 55, a lifelong resident of the town.

“Many have fled their homes,” Muñiz said, standing in front of a Presbyterian church where emergency supplies were being collected. Across the street lay the ruins of a school whose three floors had pancaked flat on one another. (Luckily, the students were still off on winter break.) “We’re living here without water and without light.”

The quakes are the latest in a string of shocks for this island of 3.2 million people – a commonwealth of the United States whose residents are US citizens but cannot vote in US presidential elections and have no voting representation in the US Congress. The island is still reeling from the impact of 2017’s Hurricane Maria – which devastated the island and killed at least 3,000 people – and processing protests last summer which forced the then governor, Ricardo Rosselló, from office.


As after Maria, the response of the US government has appeared unfocused and disconnected. And – as after Maria – local officials have given varying and contradictory information about the island’s power grid. On Satuday, at least 20% of the island’s customers were still without power.

After this latest tragedy, many in Puerto Rico wonder if the powers that lord over them – local or federal – have learned anything from recent history.

“The root of the problem remains unchanged,” saids Manuel Natal Albelo, 33, a representative in the commonwealth’s House of Representatives who will be running for mayor of the capital San Juan this fall under the banner of the Movimiento Victoria Ciudadana (MVC), an insurgent political party formed shortly before this past summer’s protests.

“It is the corruption of a two-party system that responds exclusively to benefit particular financial interest groups,” Natal continued. “From the policies to the individuals in charge of their implementation, the old political establishment still sacrifices the vast majority of our people to protect the privileges of a few.”

Pierluisi was succeeded by Wanda Vázquez, the island’s justice secretary. She claimed no political aspirations herself, but quickly warmed to the role, announcing last month that she would run for a full term in office, in the primaries of the ruling Partido Nuevo Progresista (PNP), which favours Puerto Rico becoming a US state.





The PNP dominates the island’s bicameral legislature, while the opposition Partido Popular Democrático (PPD) – which favours a continuation of commonwealth status – maintains a slim majority of the mayor’s office. The parties have dominated Puerto Rico for decades.
Vázquez has enacted as series of populist measures, including streamlining the process for owning firearms (a questionable initiative in an island with a dire rate of gun crime and femicide) and signing a bill that affirmed the legality of cockfighting, in defiance of a US ban.


However, Vázquez has not substantially investigated alleged wrongdoing by some of the participants in the Rosselló chats, including a number of the ex-governor’s top aides. This month, Puerto Rico’s justice department called for a special prosecutor to investigate those involved in the chat.

Despite Vázquez’s populist touch – she spent a recent night among quake-affected residents of the battered Guánica and the island’s national guard has established “tent cities” in five different towns – some now accuse her of continuing the same practices as her predecessor.
“After the worst earthquake we have ever experienced in modern history, we were told that in 12 to 24 hours we would have our electricity back, only to be told later that it will take more than a year to fix,” said Mayra Vélez Serrano, a political science professor at the Universidad de Puerto Rico. “Vázquez inherited many of the same Rosselló cabinet members and secretaries of key agencies, all of whom showed themselves to be completely incapable of managing the aftermath of Hurricane Maria. There is very little trust in the government.”
A stream of aid from local non-governmental organizations and ordinary Puerto Ricans has flowed south since Tuesday’s initial tremor.


But, as the ground beneath the Puerto Ricans feet still shuddered, Donald Trump – who notoriously went golfing as Maria bore down on the island and then tossed paper towels at desperate islanders during a four-hour visit – has continued to withhold more than $18bn in federal funding earmarked by Congress. This was in defiance of a congressionally mandated September deadline to account for at least $8m of it. A controversial fiscal oversight board has controlled the island’s finances since 2016, as the bankrupt US commonwealth faces almost $18bn of general-obligation bonds and government-guaranteed debt.

But the machinations of any local and federal politicians are a distant drama for those dealing with this latest challenge.
As she and her family moved their belongings out of the Villa Del Caribe caserio (public housing project) in the southern city of Ponce, where frightening cracks crept up the buildings’ facades, Yetzabeth Vega López described the night the quake hit.
“People were screaming, crying, everyone ran because the buildings were moving so violently. It was horrible,” she said. “We’re trying to find another place to live as this place is now not habitable. In reality, we haven’t seen much help from the government, not federal or local. A lot of people here are sleeping in their cars. This is very hard.”

A journalist ventures back to a troubled, seductive Haiti

In 1996, freshly graduated from university, I went into a local bookstore in Pennsylvania and picked up a volume that ultimately changed my life.

The book was The Rainy Season: Haiti Since Duvalier by journalist Amy Wilentz. Published seven years earlier, it was a chronicle of the fall and aftermath of 29 year Duvalier family dictatorship in that tumultuous Caribbean nation. The writing was crisp and insightful, the political and social drama it depicted Shakespearean, the long struggle it described of a nation trying to form a responsive democracy in the face of local tyrants and international meddling was Sisyphean. Within a year I was in Haiti, a relationship that continues to this day.

Now, 23 years after The Rainy Season, Wilentz, a professor at the University of California at Irvine, returns to the Magic Island with her new volume, Farewell, Fred Voodoo: A Letter from Haiti.

Much has transpired since The Rainy Season, not least of all the apocalyptic January 2010 earthquake that leveled much of the capital and surrounding towns, killing tens of thousands of people. Haiti's two-time president Jean-Bertrand Aristide, a figure who, as much as anything, Wilentz's first book helped solidify in the international imagination, was overthrown not once but twice, in 1991 and in 2004, in circumstances that couldn't have been more different. A United Nations peacekeeping mission, largely unloved and convincingly linked to a strain of cholera that has killed over 7,000 people, has been on the ground for nearly a decade.

Unlike many commentators on Haiti, Wilentz genuinely likes and is stimulated by the Haitians themselves, and, in between despairing observations, in both The Rainy Season and Farewell, Fred Voodoo, she manages to capture the beauty of Haiti, physical and spiritual, something that foreigners writing about the place rarely do.

But despairing and pessimistic would indeed seem to be the most apt adjectives for the book's take on Haiti's post-earthquake landscape.

After Wilentz adroitly points out that what was often commented upon as Haitian "resilience" after the earthquake was in fact more likely post-traumatic shock, she goes on to conclude that "misery in Haiti today is a job creator for the white man" and that "the aid superstructure in Haiti...has created exactly the circumstances in which it becomes indispensable." Acidly and perceptively, she compares the thousands of aid workers, journalists and others who descended on Haiti after the quake as the equivalent of loup garous, the parasitic werewolves of Haitian folk legend.

She wonders why, if in the earthquake's aftermath the international community was able respond so quickly to so many chronic needs in Haiti as access to clean water, these problems could not be addressed before. As she did in The Rainy Season, Wilentz also pays tribute to the political significance of vodou, Haiti's syncretic religion that is too often ignored or caricatured.

Some of the book's anecdotes - from a hapless Haitian-American couple trying to buy land to a relentlessly self-promoting American journalist to a rather overdone portrait of an American doctor - run a bit long, but Wilentz can be darkly humorous in the margins. One American adventurer is described as having "liked to drink a quart of whiskey a day and to chain women up...[His] marriages did not last long." When Wilentz delves into the details of the 2010 privatization of Haiti's state telephone company, Teleco, and the state's torturous relations with the communications giant Digicel and its Irish chairman Denis O'Brien, the book is revelatory.

The book's major shortcoming is an unwillingness to address directly the tangled legacy of Aristide, a man whom Wilentz, as much as any writer, helped to bring to international prominence.

Though in one passage she tellingly recalls Aristide truculently complaining that hundreds of checks sent from abroad to fund his "projects" were not large enough - "not worth cashing," in fact - Wilentz's rather forgiving view gives rather short shrift to voluminous evidence that complicates any benign picture of the former president.

When Wilentz writes about Aristide's paternal relationship with street boys when he was a priest, she omits the far darker turn that relationship eventually took, with Aristide's political party and government helping to organize youth gangs as a bludgeon to use against his political opponents. Those looking for an examination of why virtually the entire top command of Aristide's police force and the upper management of Teleco during his tenure subsequently ended up in prison for drug trafficking and corruption offenses will look in vain, as will those looking for an accounting of the government's often horrific collective punishment against its rivals.

Wilentz herself treads very close to an apt, though inexact, parable for Aristide's rise and fall, when she accurately concludes that, culturally and politically, Haiti most closely resembles "French West Africa."

Like Aristide, Côte d'Ivoire's former president Laurent Gbagbo was once viewed as a champion of democracy as he led opposition to the long dictatorship of Félix Houphouët-Boigny. And like Aristide, once in power Gbagbo began to mimic in every particular the very worst and most anti-democratic tendencies of those he once railed against. After serving as president from 2001 until 2011, Gbagbo was extradited to the International Criminal Court in the Hague to be tried for crimes against humanity. Aristide returned to Haiti from exile in 2011. He is currently being sued by account holders ruined in a government-endorsed cooperative scheme during his administration and some of those same street children he once allegedly championed.

Writing in a marriage of memoir and critique, Wilentz's true strength is in honestly documenting the Haiti that foreigners who visit there construct for themselves, concluding that, despite its image of misery, for the misfits, idealists, adventurers and opportunists that wash up on its shores, Haiti is "a welcoming, accepting place where you can be yourself."

A hard sell, perhaps, to those who know only the Haiti of violence and calamity, but a sentiment that rings very - almost painfully - true to those who have seen and been moved by one of the nation's many other faces. Farewell, Fred Voodoo shows us a few of them and hopefully will provoke readers to look still further.

Jonathan M. Katz’s new book about the aftermath of Haiti’s devastating earthquake in 2010 is fascinating but frustrating. An Associated Press reporter who lived in the country for two years before the disaster, Katz brings an on-the-ground flavor to his depiction of events that is more vivid than those in the more ponderous tomes published in the wake of the calamity.

Katz’s description of the day of the earthquake — a day that could have killed him — is wrenching and terrifying, and his descriptions of the often-callous diplomacy in its aftermath are bitterly convincing. His minute dissection of the failure of most of the promised aid and the misdirection of much of what did arrive is a valuable contribution to understanding how the international community should respond to such crises in the future. Even more chilling is his account of the indifference and subsequent obfuscation of the United Nations mission in Haiti and the fact that its troops introduced a cholera epidemic to the country that killed at least 7,000 people.

But Katz’s sharp lens turns fuzzier when he writes about the Haitians themselves. Early on, he states that he relied on his fixer — a driver/translator/guide — “for everything” during his time in Haiti, and so the account we see is what that fixer showed him, not the account of a journalist venturing forth to immerse himself in the country on its own terms. That’s a pity; Katz is a talented writer, and surely he had interesting thoughts about the subject. His window into Haiti’s byzantine political culture also seems to come from a single source, a former government minister who cannot on his own puzzle out the entire riddle of Haiti’s venomous political landscape.

Katz’s desire to see straight lines where tortuous twists and turns lie means that he tends to oversimplify complex situations. This habit become most problematic when he tries to assess Haiti’s history before he got there. Puzzlingly, nowhere in The Big Truck That Went By does he mention one of the events that probably more than any other destroyed Haiti’s rural agriculture and accelerated the urban migration to the destined-to-be-wrecked capital: a U.S.- Canadian funded program that, in the 1980s, succeeded in destroying 1.2 million of the Kreyol pigs that formed the backbone of the peasant economy.

Legislative elections in 2000 that saw journalists and opposition politicians murdered and their homes and party headquarters burned down are said to have suffered from “alleged fraud.” The chronology of the late-2003/early-2004 armed rebellion that (along with massive street demonstrations) would eventually bring down the government of then-President Jean-Bertrand Aristide is also fudged, with Katz blaming the action on a “small band of well-armed rebels.” In fact, the movement began among a street gang of former loyalists in the northern city of Gonaives, incensed in their belief that Aristide had murdered their chieftain.

Even given Katz’s admirable doggedness as a journalist, there doesn’t seem to be a great deal of love for Haiti in this book. Not for its mist-shrouded mountains, its azure coastal waters, the seductive gingerbread architecture that still rears up unexpectedly in its provincial towns or — with the exception of his fixer and the story of an earthquake-displaced family he movingly chronicles — the Haitians themselves. The Haitians in fact seem to rather irritate Katz, constantly bending his ear with unwanted conversations to the point where he can “hardly ask for directions.” At one moment, he admits that, despite having lived in the country for almost three years, he had rarely “let his guard down” with Haitians, which translates into a lack of intimacy with and insight about the people at the heart of the story.

Katz is a writer of considerable talent, with an often mordant and memorable turn of phrase. Had he schooled himself more thoroughly in Haiti’s history and immersed himself to a greater extent among its people before setting pen to paper, he could have produced a knockout of a book. Despite its many virtues, ultimately The Big Truck That Went By represents another example of what Katz himself exposes so thoroughly of the international community’s involvement with Haiti: Something of a missed opportunity.

Douze janvier

As we approach a day when I am sure every do-gooder, opportunist, crank, cynic and other assorted character will be weighing in with verbose and sanctimonious tomes on this melancholy anniversary, I just wanted to keep things brief.

Haitians, to the many of you that toil everyday for the necessities of life with so little reward to show for your efforts, I'm sorry.

I'm sorry that you have been dealt such a cruel hand by nature and fate, and I am sorry that your own leaders and ours have failed you so miserably time and time again. Thank you for the kindnesses, small and large, that you have shown me during the long time I have spent traversing your city lanes and your country roads. I really do hope, to the bottom of my soul, that 2011 is a bit kinder to you, and I will do my best to contribute what I can.

2010: A Reporter's Notebook of the Year Gone By

This past year began with a heart-rending tragedy - the devastating earthquake in my beloved Haiti - and ended with a major personal accomplishment, the completion of my first book since 2005, the finishing touches to which I put on in a quiet courtyard in New Orleans some weeks ago. It was a 12 month period that began with a vow to myself not to spend so much time on airplanes and in airports, but which ended with me having logged more miles than I ever had before in a single year.

Whether it was reporting on organized crime and drug trafficking in Colombia, Guatemala and Mexico, trying to continue to shine a light on some of the complexities of Haiti (which did not begin and will not end with the destruction of Port-au-Prince or the recent corrupted elections) or simply exploring Indonesia or Morocco, I felt, as I always do, lucky to at least have the opportunity to try and contribute in some meaningful way to the struggles of disadvantaged people who want to live more just and decent lives. All my travels and work this year have reinforced again to me the commonality that we as humans share on this planet we inhabit, and how we all have a responsibility, no matter what powerful forces it might upset, to speak out and defend those who are the victims of injustice.

Now preparing to rebase myself once again near my Caribbean spiritual home (and hopefully spend a lot less time flying), I wish you all much success and happiness in 2011 and, for the countries that I report on, perhaps paradoxically, more justice and more peace in the coming year.

Thoughts on Haiti’s elections

Writing from one land of misrule (the United States or, more specifically, New Orleans) about another (in this case Haiti) is always a tricky business. As much as I would have loved to have been on the ground in Haiti for the presidential and parliamentary elections conducted this past Sunday, my work in Guatemala - researching drug trafficking and organized crime - precluded it. However, one doesn’t spend as long as I have visiting and living in Haiti without wanting to follow such a momentous development closely, if only from afar.

In the recent months in the aftermath of January’s catastrophic earthquake that leveled Haiti’s capital, Port-au-Prince and surrounding towns such as Léogâne and Petit-Goâve - killing well over 200,000 people and displacing hundreds of thousands more - I had grown increasingly worried that the conditions for a well-organized, credible ballot simply did not exist in the country, despite what the voices of the international community were saying.

With well over a million people still homeless and the infrastructure of the electoral authorities decimated by the quake, it struck me as reckless in the extreme that Haiti’s voting process - often fraught and politicized even during what pass for “normal” times in Haiti - would come off well. The last-minute decision of the INITE coalition of Haiti’s current president, René Préval, to throw Préval’s former Prime Minister, Jacques-Édouard Alexis, overboard in favour of Jude Célestin, the heretofore largely unknown former director of the country’s Centre National des Équipements, likewise to me suggested a dangerous dissension and division at the very top of the political process. That discredited men of violence such as Nawoon Marcellus - who routinely violently dispersed anti-government demonstrations in the northern city of Cap-Haïtien during his affiliation with the 2001-2004 government of disgraced former president Jean-Bertrand Aristide - would be running on the ruling party's ticket was cause for further concern.

The exclusion of Mr. Aristide's Fanmi Lavalas political party - now a badly fictionalized and divided image of its former self, with many of its former grandees such as Mr. Marcellus and former Prime Minister Yvon Neptune having migrated to other political groupings - was, in my view, also conducted by unlawful means, despite the party's mediocre showing in Haiti's 2006 general elections.

During and shortly after the voting on Sunday, reports began filtering in to me regarding its progress from friends of mine both within and outside of Haiti.

This from a friend who spent more than a decade living in Haiti:

Spoke with my people in Les Cayes. Lots of intimidation at the polling places and this was for the people who were allowed the vote. They are apparently turning away potential voters by the drove.

And this, from a friend with family near Pignon, close to Haiti’s second largest city, Cap-Haïtien:

My wife's brother and cousin [are] in the commune of La Jeune just outside of Pignon. They were attacked by a group of people paid by the INITE party yesterday morning. Evidently INITE had paid a bunch of people money to vote for Célestin and most of them turned around and voted for Michel "Sweet Micky" Martelly...The attackers accused my brother-in-law and cousin-in-law of sending a list of actors (intimidators, "magouyè") to the police so they went to be brother-in-law's house armed with machetes and guns. One man beat up my wife's uncle. Another fired a shot over my nephew's head. My brother-in-law wasn't home at the time, but he knows nothing about any list. He's a local candidate for magistrate in Pignon, so it seems they're blaming him and his influence on the lack of votes for Célestin...He told me they're still saying they're going to kill him and his cousin but they're not backing down because they did nothing wrong...If this is happening in a place like Pignon I can only imagine it's happening in many other places, too.

And finally, in a typically comic Haiti touch, from another friend near Port-au-Prince:

Yesterday a dog wearing a Jude Célestin yellow and green campaign t-shirt was sent running down the Kenscoff Road.

In the central city of St. Marc - site of a ghastly massacre by government forces and allied street gangs during the waning days of Aristide’s government in February 2004 - at least fifteen people were injured, including six by gunfire, protesting Sunday’s vote. Several leading candidates for presidency had called on the vote to be annulled, a demand that was modified when it appeared that some of them may in fact be very close to winning if not the ballot as a whole than a place in any potential run-off.

Most worrisome developments, to say the least, especially for those of us who have been observing Haiti for some years and know that the disputed ballots of one year can plant the seeds of chaos that will bloom later.

We are once again confronted with the figure of René Préval, one of Haiti’s most enigmatic politicians, presiding over a deeply compromised and flawed election, as he did in 1997 and 2000 during his first tenure as Haiti’s president, but who has nevertheless governed as one of the more unassuming and least violence-prone of Haitian leaders. Based on my travels around Haiti since 1997, until the earthquake Préval was the single figure in which both Haiti’s poor majority and its economic elite could meet and find common ground. The earthquake, and the government’s disorganized, piecemeal response to it - helped along by an international community that, after the initial trauma, seemed to view Haitian lives and suffering as essentially worthless - has effectively shattered this paradigm, it appears.

As I pointed out in a July opinion piece for The Guardian, it was the economic policies of the international community, along with Haiti’s own irresponsible and rapacious political and economic elites (not always one and the same), that helped drive so many Haitians into the slums of Port-au-Prince where so many of them died. Haiti’s deep structural and political problems have almost always fallen victim to expediency where foreigners, well-meaning and otherwise, were concerned, and the agonizingly slow pace of Haiti’s partners abroad to deliver aid to a country a county on its knees has been sobering for the callousness and cynicism that it has displayed.

Such events have also given an opening for the destructive forces who always seek advantage from Haiti’s misery to move in, and not only from Haiti’s political class itself.

Groups such as the Institute for Justice and Democracy in Haiti (IJDH) and the Center for Economic and Policy Research (CEPR), which also denounced Haiti’s legitimately democratic 2006 elections, lined up to denounce Sunday’s poll before the results were even announced.

This is not surprising as the IJDH has proven itself in the past to be little more that a well-oiled cog in Mr. Aristide’s propaganda machine, linked inextricably as it is with Miami attorney Ira Kurzban, one of the group’s founders and donors who also sits on its Board of Directors. According to U.S. Department of Justice filings, between 2001 and 2004 Mr. Kurzban’s law firm received nearly $5 million from the Aristide government on behalf of its lobbying efforts, and since Mr. Aristide’s subsequent 2004 ouster from Haiti, Mr. Kurzban has frequently identified himself as the former president’s personal attorney in the United States.

For its part, the CEPR, led by the dishonest and opportunistic arriviste Mark Weisbrot, is perhaps better qualified at weighing in at white-tablecloth Washington luncheons than on the reality of Haiti’s poor majority, but that has never stopped them before. They have tried in recent years to buttress their profile by exploiting Haiti’s woe to further line their own pockets, and they did so again after Sunday's vote.

Such groups, as well as violent, naysaying forces among Haiti's political aspirants, have much to gain from as deeply flawed a ballot as appears to have taken place this past weekend.

But the question remains, where to from here?

It my deep hope, perhaps a naive one, that being one of the very few leaders in Haitian history able to retire to his country home after serving out the full length of his democratically-elected term, René Préval will allow the legitimate electoral desires of the Haitian people to be expressed, no matter if it means that his chosen successor will go down in defeat or not. This will, ultimately, be the final act on which history will judge him and the final good deed he could do in the service of his people. Even before the earthquake, I have first-hand seen Haitians endure unimaginable hardship and difficulty as part of their daily lives at a level that most people can’t even begin to imagine. Since the earthquake, their lot has become more difficult still.

Elections may seem like an imperfect, dull tool with which to confront such systemic problems as rampant environmental degradation, weak institutional traditions, yawning economic inequality and a large swathe of the country that continues to lie in ruins, but it is the best tool that, for the moment, the Haitians have at their disposal.

The Haitians have been deprived of so much. In the cases of the 1.5 million still living in tent cities in and around Port-au-Prince, they have even been deprived of their already-modest homes.

They should not be deprived of their votes, as well.

Exit well, Mr. Préval.

It is a gloomy anniversary: the six-month mark since the earthquake that levelled vast swaths of Haiti's capital, Port-au-Prince, and surrounding towns, killing well over 200,000 people.

Though the earthquake was promiscuously destructive, killing the good and the bad, the rich and the poor, those who still remain encamped in sprawling tent cities lashed by tropical rains in and around the capital now represent the lowest and most disempowered strata of Haitian society. They are the Haitians who, for generations, have fled the poverty of the countryside to its largest city in search of jobs that were not there and where only further struggle awaited them.

At a time when only 2% of a promised $5.3bn (£3.5bn) in reconstruction aid has materialised and an equally small amount of rubble has been removed, it is worth pausing to remember how economic policy in a very real way helped drive Haitians off their land and into the labyrinthine slums of Port-au-Prince, where so many of them died.

From the 1940s, when the United States sponsored a half-baked attempt to cultivate rubber in Haiti, to the early 1980s, when 1.2m creole pigs were destroyed in a US-Canadian funded programme to prevent the spread of swine fever, the results were largely the same. Life for Haiti's rural poor got worse.

In 1995, an economic adjustment plan mandated by the International Monetary Fund implemented by the government of then-President Jean-Bertrand Aristide cut tariffs on rice imports to Haiti from 35% to 3%. Haiti, which for many years had produced low-cost, inexpensive rice for domestic consumption, effectively lost the ability to do so.

And so the heirs of patriotic leaders such as Toussaint L'Ouverture and Charlemagne Péralte ("Les enfants du héros", as the Haitian writer Lyonel Trouillot called them) continued to flood into Port-au-Prince. And six months ago, on a Tuesday afternoon, more of them died there than the mind can really grasp.

Almost surreally, with an estimated 1.5 million Haitians still homeless, presidential and legislative elections are set to be held on 28 November. They will be presided over by an electoral council faced with conducting a legitimate ballot in a country where hundreds of thousands of voters have either been killed or displaced, and during which its own headquarters were destroyed.

Before the earthquake, Haiti had seen a steady, if gradual, improvement in its fortunes. Attracting modest levels of foreign investment and maintaining robust diplomatic relations with neighbours as divergent as the United States, Cuba and Venezuela, the county also enjoyed a more or less extended period of political calm, reinforced by a 10,000-strong United Nations peacekeeping mission (a mission that also suffered grievously that January day).

The wantonly murderous security services and armed civilian bands of regimes past dissipated as, whatever his other faults, President René Préval marked a change in at least this aspect from the litany of rancid despots who have actively victimised the Haitian populace without cease since colonial times.

With no clear successor to Préval, and a series of badly factionalised micro-parties with little popular support, Haitians now face yawning uncertainty. While elections are a favoured means of the international community to point to progress in countries as wracked by poverty and political unrest as Haiti, most Haitians will tell a visitor that such exercises will count for little if not matched by a commitment to changing the destructive dynamic of rural disintegration and urban migration that has taken hold in recent years.

After the earthquake, the Haitian government produced a preliminary damage and needs assessment that envisioned a decentralisation of the Haitian state. To this date, little has come of this promise. A body set up to manage reconstruction funds chaired by Préval's prime minister, Jean-Max Bellerive, and former US president Bill Clinton – a man with a sometimes worrisomely shaky grasp of Haiti's history – has succeeded in drawing pledges of aid but little in concrete results.

It is important on this date, with so many of Haiti's citizens to mourn and so many still waiting for assistance in conditions that can only be characterised as an affront to humanity, that we in the international community not forget our past follies in Haiti.

Before another six months pass, foreign governments, international agencies and non-governmental organisations must quickly and decisively work with Haitians, both urban and rural, on issues such as resettlement, reforestation and agrarian reform, to help them build a decent country out of the rubble of the broken state that came before.

Among all the Haitians I've met in my travels around Haiti, since my first visit there in 1997, a decent country is all most have ever asked for.

Haiti and the Dominican Republic have endured a fraught relationship over the past 200 years, but could the latter’s response to the former’s recent earthquake lead to a more mutually beneficial partnership in the future? Michael Deibert investigates.

When an earthquake devastated a large section of Haiti in January, no country responded more empathically than the Dominican Republic, which shares the Caribbean island of Hispaniola with Haiti.

Despite what has been an often stormy and distrustful relationship between the two countries – due in large part to the many Haitian occupations of the Dominican Republic, as well as the long history of abuses committed against the almost 1 million Haitians living in the Dominican Republic – Dominicans almost immediately began fundraising drives and gathered supplies. These were then ferried across the border to Haiti by a combination of local relief organisations and ordinary citizens.

“I had been visiting Haiti for such a long time, and have such good friends over there, that I knew I had to do my best to help,” says Juan Pablo Fernandez, president of Químicos & Plásticos, a Dominican company that supplies raw materials to the industries of both nations. After the earthquake, Mr Fernandez and his employees joined other Dominican businesses in transporting privately donated relief supplies to Haiti’s stricken capital, Port-au-Prince.

The Dominican response to the earthquake just might have eased some of the mutual recrimination brought on by an oft-tragic shared history stretching back two centuries.

In 1822, then Haitian president Jean-Pierre Boyer invaded the eastern part of the Dominican Republic. Despite this, country succeeded in declaring its independence in 1844. Another Haitian leader, Faustin Soulouque, who would go on to declare himself emperor of Haiti, then invaded the Dominican Republic twice.

In 1937, following the expulsion of Haitian cane cutters by Cuban dictator Fulgencio Batista, even more Haitian labourers flooded the Dominican Republic, then led by dictator Rafael Trujillo, who would rule the country from 1930 until his murder in 1961. That October, under Mr Trujillo’s orders and for reasons that still remain unclear, Dominican soldiers and police massacred an estimated 20,000 Haitians.

Haitians continue to stream into the Dominican Republic looking for work today, even though they continue to face “severe discrimination”, according to the 2009 Human Rights Report issued by the US State Department’s Bureau of Democracy, Human Rights, and Labor. But though both countries have experienced authoritarian regimes and high levels of corruption, their economic and investment portfolios paint a markedly different picture, analysts say, especially over the past two decades.

Revealing data

Before the earthquake, according to the CIA’s World Factbook, the GDP real growth rate for the Dominican Republic was 1.8% during 2009, and the GDP per capita was $8300. In Haiti, these figures were 2% and $1300, respectively. While average life expectancy for the Dominican Republic is 73 years, the figure in Haiti is just 57 years. To add to Haiti’s woes, according to its government’s Preliminary Damage and Needs Assessment, the damage bill from January’s earthquake was in the region of $7.9bn.

While two-thirds of Dominican exports remain bound for the US, foreign remittances, mostly from the US, continue to account for nearly one-tenth of the country’s GDP, and there remains a robust tourism industry. Boasting the largest economy in the Caribbean, the Dominican Republic currently has approximately 50 free trade zone parks, producing everything from textiles to electronic devices and pharmaceuticals. The country’s financial sector has also largely stabilised since the collapse of its second-largest bank, Banco Intercontinental, in 2003, which had to be bailed out by the Dominican treasury at a cost of some $2.2bn.

“Business is increasing on a daily basis [in the Dominican Republic] and there is much optimism,” says Aryam Vázquez, an economist who covers country risk for Wells Fargo’s emerging markets unit in New York. “The banking sector is much better regulated than in the past, and we have seen concerted efforts by successive governments to stabilise the domestic demand market.”

Across the border

Before the earthquake, Haiti seemed to be regaining some of its financial footing following the chaotic presidency of Jean-Bertrand Aristide between 2001 and 2004 and the often erratic rule of the interim government that replaced him. Relations between Dominican president Leonel Fernández, in office since August 2004, and Haitian president René Préval, who has governed since May 2006, are said to be warm. During their mutual first term in office in the 1990s, Mr Fernández made the first official state visit by a Dominican leader to Haiti since the 1937 massacres.

Political instability in Haiti has led to environmental degradation and economic atrophy. While Haiti was ruled by a series of ravenous civilian and military dictatorships for much of the past 50 years, Joaquín Balaguer, a long-time Trujillo consigliere who led a series of authoritarian governments in the Dominican Republic over the past half-century, was taking steps to prevent the country from sliding into the environmental disaster that was befalling Haiti, including using the Dominican army to prevent extensive deforestation. Haiti, on the other hand, has lost 90% of its tree cover over the past 60 years (and about one-tenth between 1990 and 2000), with the resulting erosion destroying two-thirds of the country’s arable farmland.

Hope beyond the despair

Despite such statistics, there is hope that out of the tragedy of January’s earthquake there lies an opportunity to help Haiti advance beyond the modest improvements in economic stability and security of recent years.

Haiti’s garment industry, once a pillar of its economy, has benefitted in recent years from measures that provided certain Haitian textiles with duty-free status when entering the US. Last year, Haitian firm the WIN Group, along with the Soros Economic Development Fund, announced their intention to construct a $45m industrial park in Port-au-Prince’s Cité Soleil slum region, a project that has been put on hold in the aftermath of the earthquake.

The OTF Group, a competitiveness consulting firm, has continued to advocate for the creation of “growth clusters” around Haiti, a proposal that fits closely with the Haitian government’s desire for decentralisation, economic diversification and the “decongestion” of the Port-au-Prince metropolitan area, rather than rebuilding as before.

Such measures might well provide a possible future at home for the Haitians currently living in the Dominican Republic and spell a less fractious new era for two nations whose economic destinies, despite frequent tensions, remain inextricably linked.

When US First Lady Michelle Obama paid a surprise visit to Haiti this week to survey reconstruction efforts after that country’s devastating January earthquake, she set foot in a nation that has been transformed as profoundly as at any time since its 1804 revolution defeated Napoleon's army and abolished slavery.

In the tremor three months ago, Haiti’s Direction de la Protection Civile estimated that 222,517 people lost their lives, while at least 250,000 were injured. Of the nearly 1.2 million displaced persons, nearly 600,000 are thought to have migrated from the capital Port-au-Prince and its environs back to Haiti’s countryside. This reverse migration, after years of peasants flowing into the Haitian capital from desperately poor agricultural areas in search of jobs that did not await them, will likely have a significant affect on Haiti’s political and economic trajectory going forward.

Haiti’s peasantry, which makes up a majority of the country’s 9 million people, were suffering grievously even before the earthquake, the victims of both the short-sighted policies of the international community and the venality and brutality of Haiti’s homegrown political leaders. With a recent meeting on Haiti held at the United Nations concluding with nations and organizations pledging nearly $10 billion to Haiti, it is important that Haiti’s peasantry not be forgotten, and that the international community remember the ways in which it has failed them, and Haitians in general, in the past. It is a litany that would be written as farce had the results not been so tragic.

In the 1940s, the United States sponsored the Société Haitiano-Américaine de Dévelopment Agricole in an ill-fated, half-baked attempted to cultivate rubber in Haiti, an effort that ended up harming the very farmers it was designed to help.

Between 1980 and 1983, when tests showed nearly a quarter of Haiti’s pigs were infected with African Swine Fever, the U.S- Canadian funded Program for the Eradication of Porcine Swine Fever and Development of Pig-Raising destroyed 1.2 million Kreyol pigs, pigs that formed one of the backbones of the peasant economy. Of the replacement pigs that were delivered, many soon died, unable to adjust to the rough world the Kreyol swine had grown so accustomed to, and an already difficult rural economy suffered another blow.

Further undermining Haiti’s ability to feed itself, in typically duplicitous fashion then-Haitian President Jean-Bertrand Aristide, implementing an economic adjustment plan mandated by the International Monetary Fund and further turning the screws on a political bloc that he could never win over, cut tariffs on rice imports to the country from 35 percent to 3 percent in 1995. This further undermined the peasant economy despite the fact that Haiti for many years had produced low-cost, inexpensive rice for domestic consumption. After 1995, that is, after implementing the economic policies of the international community, it effectively lost the ability to do so.

Former President Bill Clinton, still deeply involved in Haiti, has since expressed regret for his role in this, of a piece with his regret for failing to lift a finger to stop Rwanda's 1994 genocide, a “regret” that led him - at best - to turn a blind eye to vicious ethnic cleansing by Rwandan soldiers and Congolese rebels in the Democratic Republic of Congo throughout the 1990s. But this day late, dollar short approach to international affairs will do little good if not followed up with concrete action.

The Haitian government’s Preliminary Damage and Needs Assessment, a document said to have been largely drafted by Prime Minister Jean-Max Bellerive, was put forth in March and advocated an ambitious re-envisioning and decentralizing of Haiti, looking to “decongest,” rather than rebuild as before, the Port-au-Prince metropolitan area while advocating a “refounding” of the Haitian state.

In a country with a long history of an often violently abusive imperial presidency (a tradition that, despite his other faults, current President René Préval has not adhered to), decentralization may be an important tool to break the hold a traditionally corrupt executive branch and dysfunctional political class based in the capital exercise over the rest of the country, active as they have been in filtering out any money that may come into the country while granting precious little in return.

With the mass migration from Port-au-Prince back to Haiti’s countryside, it is essential than any rebuilding effort take into account, along with programs for Haiti’s urban centres, a sustained effort to aid Haiti’s peasantry, who have been in an economic tailspin for decades now and whose migration to Port-au-Prince, where they lived on top of one another in woefully substandard housing, at least in part led to the death toll in January’s earthquake being as high as it was.

Over the past 50 years, 90 percent of Haiti's tree cover has been destroyed, with the resulting erosion destroying two-thirds of the country's arable farmland. With little left to hold the topsoil when the rains fall - often torrentially after prolonged spells with no precipitation at all - they rush in torrents down the mountains, carving gullies and carrying crops and seeds along with them, sweeping vital minerals into the country's rivers to be deposited, uselessly, in the sea. Storms that kill a handful of people in neighboring countries kill thousands when they reach Haiti because of this precise dynamic. I have stood many times with Haitian peasants under the unfurled Caribbean sky outside of villages with names like Fonds-Verettes, Papay and Maissade and listened to Haitian farmers, so powerless in the face of their own government and international interests, tell this sad tale.

But the Haitian peasantry do have their advocates. Grassroots peasant organizations such as the 200,000 member Mouvman Peyizan Nasyonal Kongrè Papay and Tèt Kole Ti Peyizan, the former led by 2005 Goldman Environmental Prize winner Chavannes Jean-Baptiste, have been advocating for decades for Haiti’s rural majority to be taken into account in the discussion of their fate by those politically powerful forces both inside and outside of Haiti.

The patience of Haitians - who have reacted to a terrible catastrophe with incredible dignity and restraint in the three months since the earthquake - is often remarked upon. But it is not, nor should it be be, perceived as endless. It was in Haiti’s countryside, among the peasantry, that leaders such as Charlemagne Péralte and Benoit Batraville led the strongest resistance to the 1915-1935 U.S. military occupation of Haiti and now, with the resources of rural families stretched to the breaking point by the influx of so many new mouths to feed, the international community must, at long last, take their needs into consideration among their glittering conferences and meetings.

Such an approach is not only the morally right thing to do, given the role the international community has had in helping to impoverish Haiti, but it is also the only way to guarantee long-term security and development, not only in Haiti but indeed across the island of Hispaniola as a whole.

Why Haiti’s Debt Should Be Forgiven

A friend of mine recently asked me why Haiti, among all countries, deserved to have its international debt forgiven, as the Inter-American Development Bank recently did to the tune of $479 million.

Aside from the reason that I personally find most compelling - that Haiti has suffered one of the worst natural disasters in history, we have the means to help them and it is simply the right thing to do - there are, in my view, other compelling reasons why Haiti’s debt should be forgiven. Haiti is in far worse shape than quite a few countries I have seen in Africa, with over half of it’s people living on less than US$1 a day, with only the people of Somalia and Afghanistan suffering from higher rates of hunger, and with 90 percent of its tree cover gone (these are statistics from BEFORE the earthquake). But there are also arguments for debt forgiveness that, in my view, go to explain how, though Haiti’s political class has done a handy job of wrecking the country over the last two hundred years, they have had plenty of help from the international community.

In 1825, only 21 years after on independence, a French fleet appeared in Port-au-Prince harbour and threatened to bomb and destroy the Haitian capital unless the country agreed to pay an indemnity for the “intemperance” of having seized its freedom and having outlawed slavery. Haiti was forced to accept a debt of 150 million francs in exchange for France accepting the nation’s independence, a debt that took decades to repay and economically ravaged the country.

One of the reasons that the death toll in the earthquake was so large was that, in recent decades especially, tens of thousands of people have been migrating from the countryside into Port-au-Prince, where they lived in shockingly substandard housing that made them especially vulnerable to natural disasters such as the one that occurred. But why, we must ask ourselves, did they come into the capital in the first place?

In 1980-83, when tests showed nearly a quarter of Haiti’s pigs were infected with African Swine Fever, the U.S- Canadian funded Program for the Eradication of Porcine Swine Fever and Development of Pig-Raising (PEPADEP) succeeded in destroying the 1.2 million Kreyol pigs (kochon kreyol) that formed one of the backbones of the peasant economy. PEPADEP officials paid for the pigs before they slaughtered them, or, in many cases, promised to pay for them or replace them and never did. Most of the replacement pigs that were delivered soon died, unable to adjust to the rough world the Kreyol swine had grown so accustomed to, and an already difficult peasant economy suffered another blow.

Further undermining Haiti’s ability to feed itself, in typically duplicitous fashion in 1995 then-Haitian President Jean-Bertrand Aristide, implementing an economic adjustment plan mandated by the IMF and further turning the screws on the peasantry that he could never win over, cut tariffs on rice imports to the country from 35 percent to 3 percent. This further undermined the peasant economy despite the fact that Haiti for many years had produced low-cost, inexpensive rice for domestic consumption. After 1995, that is, after implementing the economic policies of the international community, it effectively lost the ability to do so.

In my view, “we” in the international community have helped get Haiti into its current sorry state, and debt relief is one tool at our disposal to help try and get it out. Given our dubious history there, it would be downright immoral not to use it.

A huge recovery challenge lies ahead for Haiti after its devastating earthquake, but could the rebuilding programmes bring about an essential economic restructuring? Michael Deibert reports from Port-au-Prince.

The incremental economic progress that Haiti, an impoverished Caribbean nation of 9 million people, had been experiencing over the past several years was brought to a cataclysmic halt late on the afternoon of January 12, when a 7.0 earthquake centred just south of the capital city sent the pillars of state and industry crashing to the ground in a heap of dust.

In a matter of seconds, Haiti’s Palais National, Palais de Justice, Parliament and many government ministries were either totally or partially destroyed. The top command of the UN mission, whose troops had been supporting the government of president René Préval since his 2006 election, lost their lives, along with an estimated 200,000 Haitians. Factories collapsed onto their owners and workers alike, and entire neighbourhoods tumbled down the brooding mountains that surround the capital city’s bay.

Further devastation

Haiti, already desperately poor but having experienced its first sustained period of political calm and stirrings of foreign investment interest in many decades, seemed as if it would be reduced to an even graver level than it had been before: mortally wounded, traumatised, ungovernable. In addition to the buildings destroyed, Haiti had also lost some of those best placed to aid its tenuous economic recovery, among them one of the country’s most respected economists, Philippe Rouzier, as well as Jean Frantz Richard and Murray Lustin Junior, the director-general and director of operations, respectively, at the Direction Générale des Impôts, the country’s main tax office in the capital.

According to the International Organisation for Migration, as of early February at least 460,000 people were still living in 315 spontaneous settlements throughout Port-au-Prince, while the World Food Programme said that more than 1.6 million people had received ­supplies since the start of the earthquake response.

Economic focus

But Haiti’s industrious population knows a little something about struggle and perseverance, even in the face of such a devastating tragedy. Within days of the earthquake, the country’s market women, taxi drivers and other labourers had returned to the streets, resuming commerce among the hundreds of thousands camped out between the shells of ruined buildings. Capital residents began to flow back into Haiti’s countryside, seeking family solace among the loss.

From a terrible misfortune, some hoped that Haiti might still have set in motion the seeds for a new beginning. Despite the ousting of a popular prime minister last autumn, Haiti’s modest economic engine, buoyed by an extended period of relative political tranquillity and an improved security situation, continued chugging along under a new prime minister, Jean-Max Bellerive, seemingly bearing out a December 2008 UN report asserting that it was striking “how modest are the impediments to competitiveness relative to the huge opportunities offered by the fundamentals” in the country.

Last year, billionaire George Soros’s Economic Development Fund announced plans to create a $45m industrial park in Cité Soleil, one of the capital’s poorest neighbourhoods, while two new hotels were set to open along the country’s lush south coast.

At the same time, the OTF Group, a competitiveness consulting firm credited with breathing new life into Rwanda’s tourism, coffee and agro-industry sectors following the country’s 1994 genocide, praised the business opportunities in Haiti. Focusing on several key “growth clusters” to drive economic development, it hoped to help create 500,000 jobs in Haiti within three years.

Following the earthquake, though reassessed, the group said its conclusions did not necessarily need to be shelved, just pushed back for six months to a year.

“The outmigration from [Port-au-Prince] is a huge opportunity to reverse the migration trends of the past two decades,” says OTF director Robert Henning. “If reconstruction can create opportunities and jobs outside of the capital, this will achieve an important goal of redistributing the influence and economic weight of Haiti.”

Trade possibilities

Though the country’s interior has been severely deforested over the past few decades, local groups, such as the Mouvman Peyizan Nasyonal Kongrè Papay, have worked for years on reforestation and irrigation projects and some areas, such as the Artibonite Valley, remain relatively fertile. With Port-au-Prince’s harbour severely damaged and the likelihood of recurrent large-scale earthquakes extremely high, according to the US Geological Survey, international attention has for the first time begun to look seriously at developing Haiti’s long-neglected interior with manufacturing and agricultural initiatives.

A long border with neighbouring Dominican Republic, which lends itself to the possibility of free-trade zones, and possible ports that might conceivably be expanded around the country – including Miragoâne (in the country’s west), Saint-Marc (in the middle region) and Cap-Haïtien (in the north) – would seem to support this possibility for future investment.

Following a decision last year by the World Bank, the International Monetary Fund and the Inter-American Development Bank to cancel $1.2bn of Haiti’s debt – with the latter institution approving an additional $120m in grants for investments in key sectors such as infrastructure, basic services and disaster prevention, the G-7 countries told Haiti after a post-earthquake meeting in Canada in February that the country’s debts to the body did not need to be repaid.

New beginning

None of this in any way minimises the grievous shock – physical, psychological and economic – that Haiti’s people and its government have suffered because of those terrible moments in January. But, day by day, it appears to be picking itself up, dusting itself off and trying to decide where it will head from here.

“The extent of this disaster is also due to the fact that this country has not been managed, or rather has been ill-managed, for the past 50 years,” says Michèle Pierre-Louis, a civil society leader and former prime minister of Haiti. “Maybe after mourning our dead and saving the lives of the survivors, we should start thinking about ways to put together our energies, our solidarity, our creativity to rebuild our capital under some kind of strong leadership… [which] could eventually lead to rebuilding the entire country. Now is the time.”

Thoughts on recent Haiti commentaries

As a progressive reporter and analyst working on the ground in Haiti, I have gotten fairly used to reading ignorant commentary on the Caribbean nation of 9 million over the years.

Last month, the dust had not even settled from the earthquake that destroyed large sections of Port-au-Prince and killed some 2000,000 people when the voices of intolerance and opportunism set about savaging a country that was already on its knees.

The irony of Rush Limbaugh - a man so obese that he can barely stand maligning a nation of the chronically underfed - telling listeners not to support the hundreds of thousands made homeless by the quake met the venomous snake-oil rhetoric of Pat Robertson, who denounced those buried under the rumble for having made “a pact with the Devil.” Further libeling the dead, the American basketball player Paul Shirley wrote that “shouldn’t much of the responsibility for the disaster lie with the victims of that disaster,” a remark that got him wisely fired by ESPN.

Unfortunately, though, the right are not the only ones whose views of Haiti seems to have been colored by political prejudice and misunderstanding. In recent years, a small but noisy sector of the international left has been equally irresponsible in its commentary about Haiti, with some commentators wishing to see all foreign countries in terms of facile good guy-bad guy scenarios

Center for Economic and Policy Research co-director Mark Weisbrot - a man so intellectually lazy he often gets the basic details of Haiti’s history wrong - characterizes despotic former Haitian ruler Jean-Bertrand Aristide as “Haiti's democratically elected president...kidnapped by the US and flown to exile in Africa,” Naomi Klein, interviewing Aristide in his gilded South Africa exile (where the South African government underwrites his expenses to the tune of that of a government minister), wrote that Aristide is proof of her own anti-globalization credo, as she credulously repeats Aristide’s contention that he was ousted because of his resistance to the “privatization” of Haiti’s state industries. Writing in the Guardian after having spent only two months in Haiti and having written of his support of Mr. Aristide before having ever set foot in the country, the academic Peter Hallward concludes that “Aristide's own government...was overthrown by an internationally sponsored coup in 2004 that killed several thousand people and left much of the population smouldering in resentment.”

These assertions would likely be news to the people I spoke to in Haiti’s capital, Port-au-Prince, when the city was still reeling from the impact of the quake, the fires still smoldering and the bodies still perfuming the air with the sickly-sweet decay of human flesh. To the people I did speak to in places like the capital’s crowded Delmas road, along, the busy Route Freres and even in Aristide’s former home of Tabarre, the reaction to the former president’s January offer to be flown to Haiti veered between disparaging comments that Aristide was a criminal to bitter observations that Aristide should buy a ticket and come dig with his hands through the rubble like everyone else, rather than waiting to be ferried home like a returning emperor. During a visit to Haiti’s countryside last summer, I found the response to the mention of Aristide’s name even more hostile. The president’s Fanmi Lavalas party, badly divided and unwisely banned from upcoming legislative elections, can still rouse a few thousand people for street rallies in the capital, but the movement seems largely a spent force and Haitians seem largely to have moved on.

In Haiti, a small, poor country where few people can speak or write English proficiently, the left, like the right, seems to feel that they have found the perfect canvas on which to outline their own theories and agendas, no matter how irrelevant they may be to the struggles of Haitians as whole. This cock-eyed view of history is only heightened by the habit of visiting foreigners to surround themselves with the capital’s political class, a strata of society that the Haitians themselves have learned to despise to such a degree that many poor people I spoke to last month openly hoped for a U.S. occupation of the country (something I think would be a mistake).

Perhaps the palme d'or of recent ignorant commentary on Haiti may belong to Lawrence Harrison, director of the Cultural Change Institute at the Fletcher School of International Affairs at Tufts University and the former director of the USAID mission to Haiti from 1977 to 1979.

Writing in the Wall Street Journal, Harrison lays the blame for Haiti’s ills at the altar of the country’s indigenous religious construct of vodou, opining that “its followers believe that their destinies are controlled by hundreds of capricious spirits who must be propitiated through voodoo ceremonies...a species of the sorcery religions that Cameroonian development expert Daniel Etounga-Manguelle identifies as one of the principal obstacles to progress in Africa.”

Further, Harrison informs his readers, following the overthrow of the French in 1804, free Haitians “were left with a value system largely shaped by African culture” and quotes the economist Sir Arthur Lewis (“himself a descendent of African slaves”) as saying that former slaves “inherited the idea that work is only fit for slaves."

Let me say this plainly: Lawrence Harrison would collapse of exhaustion if he put in half a day’s work that I have seen peasant farmers and urban laborers put in during the course of a single day in Haiti. In Haiti, securing the most basic necessities of existence is a daily, titanic struggle that people like Harrison, Limbaugh,Weisbrot et al, secure behind their desks and probably never having had to put in a strenuous day’s work in their lives, will never understand as they hide behind their pompous theories.

Vodou and its value system, in the nearly 15 years I have been traveling to Haiti, are no more arcane or nonsensical than the cosmology of Christianity, Judaism, Islam or Hinduism. I have, in fact, seen vodou act as an important spiritual succor for people in a place where death, premature and unnatural, is a blighted daily companion, and a sense of disconnect from one's heritage a real concern.

Several years ago, while chatting with a vodou priest known as Ti Papi in the crowded Bizoton quarter of Port-au-Prince, he told me the following:

When there's tires burning in the streets, when there's coup d'etat, when there's everything else, we are still doing our ceremonies, we are still beating our drums. Politicians come and go but voodoo is always here. If it wasn't for voodoo, we would already be occupied, either by the Americans or the Dominicans. Voodoo? It's been our sovereignty, over the years.

It’s a Haitian point of view, like the political point of view of Haiti’s people, that outsiders would do well to listen to.

Between the corrosive racism of some on the right and the tired rhetoric of some on the left - each based in no way in the reality on the ground in Haiti - we have an irresponsible, ahistorical approach to the country that in no way helps to ameliorate the situation of Haiti’s poor majority. When novice commentators try and shove Haiti into their own unsophisticated binary worldview, it damages, rather than advances, the cause of Haiti’s poor. By attempting to bestow a sheen of legitimacy on a disgraced leader or by maligning Haitians’ spiritual beliefs, these commentators, far from engaging in genuine inquiry and scholarship, are in fact showing the most grievous disrespect to Haiti and its people.

Haiti deserves better than this, and it is time that foreign commentators on the country actually spent some time there, away from their comfortable desks and apartments, speaking to actual Haitians in the back of sweltering camionettes, in crowded shantytowns and in hardscrabble peasant fields, far away from the echo-chamber of the intelligentsia in which so much of the right and the left often marinate.

The Haitians, the everyday Haitians who have struggled so long against such great odds to build a decent country and to provide for their families despite so many obstacles, deserve to have their voices heard without the filter of the prejudices of perhaps well-meaning but ignorant foreigners. We owe them at least that, I think. The Haitians have a lot more to teach us about their country than we can teach them.

PORT-AU-PRINCE, Haiti — Haiti's radio journalists, many of whom have long experience of operating under dictatorships and elected governments with little tolerance for critical press coverage, know a thing or two about adversity. But nearly a month ago, when Haiti's capital was devastated by an earthquake that leveled large sections of the city and killed at least 150,000 people, local reporters were suddenly faced with a whole new set of challenges.

"We try and orient people to where aid is being distributed, and every day we announce messages about people who are still missing," says Wendell Theodore, the silken-voiced news director of Radio Metropole in the capital's Delmas region. His own home destroyed, Theodore now broadcasts the names of the missing from under a tree in the radio station's yard, next to the tent he has slept in since his house collapsed.

"I saw our building shake," says Rotchild Francois, director of the capital's RFM radio in the Pétionville district, who was at his desk in the studio when the earthquake struck and dashed into the street with a dozen other employees. The station lost a reporter in the quake and was knocked off the air for five days. Reporters from Radio Galaxie, Radio Magic 9, and Radio Télé Ginen were also killed.

Francois now spends his days combing the capital, trying to paint an audio picture of what is happening and to get information on the air about where aid is being distributed, the location of feeding and medical centers, and other important information. Many of the station's employees, fearful of aftershocks, refuse to enter the building.

"People come here to send messages to their relatives that they are OK or to have people call to say that they are OK," says Francois. "We do that every day."

Why journalists might be fearful was illustrated vividly when I was in the studio of Radio Kiskeya interviewing its director general, Marvel Dandin. As Dandin explained how the station, which had been knocked off the air for a week, had resumed broadcasting on an abbreviated schedule, a brief aftershock set the damaged, cracked building trembling and sent people running from the studio into the street.

Radio has historically played an important and politically significant role in Haiti's civic life, where newspapers are few and far between and difficult to decipher for a population often unable to avail themselves of proper schooling.

Radio Soleil, a Catholic station, played a key role in spreading information during the ouster of the Duvalier family dictatorship, which ruled Haiti from 1957 until 1986, during which time freedom of the press was practically nonexistent.

Independent journalism was a dangerous business during the revolving military juntas that controlled the country after the Duvalier regime collapsed. Under the government of Jean-Bertrand Aristide, in office from 2001 until 2004, reporters were physically attacked by government partisans while covering demonstrations; they were also imprisoned and forced to flee the country as a result of threats against their lives.

Several journalists have been killed in Haiti in recent years, among them Radio Haiti-Inter Director Jean Dominique in April 2000, Radio Echo 2000 reporter Brignol Lindor in December 2001, and Jacques Roche, a TV host, poet, and an editor at the daily newspaper Le Matin, who was kidnapped and murdered in 2005.

But despite powerful forces arrayed against independent reporting, Haiti's journalists have persisted in the face of such adversity—good preparation, some might say, for today's challenges.

"I ran to my house and found that my wife had died," says Marcus Garcia, director of Radio Mélodie FM, a station that has continued broadcasting with the aid of generator despite the lack of electricity or telephone service. "But life has to continue, and if my wife was alive, she would want me to continue as I am doing, working for the people."

The Haiti I love is still there

Returning to my sometimes-home, I discovered devastation and friends who died, but the country's heart is beating

One night, only days after an earthquake had leveled huge swaths of Haiti's capital, Port-au-Prince, and killed an estimated 200,000 people there and in its environs, I found myself cruising thorough the city on the back of a moto-taxi.

A crowded, dirty but also irrepressibly vibrant city during normal times, Port-au-Prince that night presented a landscape that could fairly be described as nightmarish.

Visible through the darkness, the ruined shells of buildings destroyed in the 7.0 quake looked over the fragile forms of hundreds of thousands of people reduced to sleeping in the streets, while in the air mingled the corrosive smell of burning garbage and the vomitous, cloyingly sweet stench of human decay.

A city I have sporadically called home since I first visited Haiti in 1997, and whose personality had become deeply ingrained in my soul, Port-au-Prince had never seemed more desperate or defeated.

Then something happened. Despite the terrible suffering that had been visited on this poor nation of 9 million people, it began to dawn on me that, along the streets that I knew so well, life was going on after this terrible trauma.

Next to the shell of Haiti's Palais National, the hypnotizingly white grand dame of the city's architectural jewels that successive Haitian politicians have fought to control even as their country grew ever-more impoverished and ruined, market women were still frying up marinade and fritay in old steel pots. In the Petionville market, despite the late hour and lack of electricity, goods and fried chicken were still being sold by the orange glow of kerosene lamps. By the following day, dozens of young Haitians had begun sweeping with brooms in front of the ruined Cathédrale Nationale, in preparation for the Saturday funeral on its grounds of Archbishop Serge Miot, who perished within its walls.

"I've worked with this moto for my entire youth," the driver, a young man named Emmanuel, told me that night as we headed up Avenue Pan American, passed the ruins of the United Nations compound where scores of United Nations workers, including mission chief Hédi Annabi, and his deputy, Luiz Carlos da Costa, lost their lives.

"Tout moun jwenn," Emmanuel told me as we conversed in Haiti's native Kreyol language. "Kounye-a, y'ap domi ak Jesu."

Everyone was hit. Now they sleep with Jesus.

Far from being the looting mobs that some media have portrayed them as, hardly anyone who has witnessed the response of the Haitians to this great catastrophe has not been moved by their incredible resilience and solidarity and their intact sense of humor in the face of an unimaginable tragedy.

As all the pillars of the Haitian state -- a state that has often seemed only able to rouse itself to parasitically victimize its own people when it did make its presence felt -- collapsed around them, the Haitians helped one another, dug through rubble, prayed, sang and showed everyone who has watched them what the meaning of true perseverance in the face of adversity looks like, even though the losses have been tremendous and irreplaceable.

Micha Gaillard, a university professor and son of one of Haiti's eminent historians, was one of the first political leaders I met while traveling to Haiti, and I recall him greeting me in his modest home in the Turgeau neighborhood as his charming wife, Katy, prepared us coffee. Katy passed away far too early a few years ago, and Micha died after the Palais de Justice collapsed on him, dying in what must have been agony after having been trapped for many hours. Three of the country's foremost feminist thinkers -- Myriam Merlet, Magalie Marcelin and Anne Marie Coriolan -- also died that day. The damage to the country's artistic heritage, from the almost-total collapse of the Episcopal Cathédrale Sainte Trinité, which boasted stunning indigenous murals by such eminent Haitian painters as Wilson Bigaud and Philome Obin, to the loss of much of the Nader art collection, probably the best private collection of Haitian art in the world, is incalculable.

Sometimes since I have returned to Haiti in the immediate aftermath of the earthquake, I have felt as if I would be overcome by despair. Looking at block after block of ruins throughout the capital's downtown, or seeing the terrible death and destruction caused by the collapse of the Université de Port-au-Prince, ringed by weeping, desperate relatives of those lost, one almost wants to turn away.

But the Haitians, always the Haitians, keep one going, and seeing their dignity in this moment has made me love them and their battered country as never before.

"Life goes on," a friend of mine who lost his wife in the earthquake told me yesterday, bringing to mind the famous Haitian proverb, deye mon gen mon. Beyond the mountains there are more mountains.

There is time to mourn a loss, and to bury the dead. More aid is needed, and more transparency and coordination to get it out to people, not just now but over the long term. But step by step, I believe that Haiti, a country of personal goodwill and stunning artistic accomplishment as much as it is a place of dysfunctional politics and venal politicians, will indeed rebuild. Perhaps differently than before, but a people who have suffered and endured so much seem, in my conversations with them on street corners under the blazing sun, in tent cities that have sprung up along the roadside, and in grievously affected provincial villages, to be able to withstand even this latest grievous shock and come back swinging.


I hope that we foreigners, who have been so moved by the place, treated so kindly and educated so patiently by its people, will be there to help. Haiti needs its friends now more than ever.

A History of Troubles Is Helping Haitians to Endure

PORT-AU-PRINCE, Haiti—On a street corner amid a pile of rubble in Haiti's ravaged capital, life goes on. A man calmly polishes his shoes. Children run around dirty from the debris and half dressed but playing and laughing. A group of residents march by carrying mattresses on their heads, followed by another toting plywood.

As many as 200,000 people have died here, according to the government, and roughly one million have been made homeless. The roads from the capital are snarled with tens of thousands more fleeing the city. But many Haitians remain entrenched in the capital, and many are beginning to go about their daily routines, showing a resilience that some attribute to the nation's history of living from one disaster to the next.

"There are no other people besides Haitians who could come back this way," says Nadine Stremy, coming out of a supermarket carrying a bag of groceries. "They have learned through decades to survive."

A group of Haitians gathered around a car radio Wednesday night to listen to President René Préval's first speech since the earthquake that came eight days before. He said telephones were working again, the government is working, and called for courage and solidarity. "Solidarity!" someone shouted, smiling.

The next day, on Thursday, in the Canape Vert neighborhood, the local branch of Uni Bank opened its doors. Thousands of people waited outside, but the bank allowed only a few dozen business customers with whom it had relationships, according to an employee.

Nearby, at a Western Union, vast numbers waited in line to get in, many saying they were hoping for remittances from relatives in the United States.

"It's a terrible thing, but it is also life, so what else can I do but continue?" said Michelet Saint-Preux, who was on the third floor of the Université de Port-au-Prince when the four-story building collapsed, killing students, many of whom were attending after-work classes.

Mr. Saint-Preux's arm was bandaged and he had a deep gash in his chin. The structure still lay in ruins, with students' papers and notebooks scattered under concrete and jagged metal bars. The air reeked of the body that still lay pinned underneath a flattened Suzuki 4x4 jeep.

Near the collapsed palace, a group of men sat on the side of the road with an array of electric generators they were selling. Another man sold shoes and sneakers. In various spots around the city, hoses were set up with nonpotable water. Women with buckets washed their clothes on the side of the road, and children bathed. A ramshackle funeral parlor was open for business, and two hearses were being loaded.

Many Haitians say their resilience is rooted in Haiti's tortured history. Haiti overthrew French domination in 1804 to become the second independent republic in the Americas after the U.S. (Haiti's military victory inspired Napoleon to sell Louisiana to the United States). It later served as a base for South American leader Simón Bolívar, providing material and logistical support in the southern city of Jacmel for his campaign to liberate the Southern Hemisphere from Spanish rule.

But through the ensuing decades, they faced long periods of military juntas, dictatorship, and arbitrary justice. During the 29-year rule of the Duvalier family, Haitians quaked in fear at the bloody work of the dictatorship's paramilitary enforcers, the Tontons Macoutes.

During the more recent era of priest-turned-president Jean Bernard Aristide, the stuff of Haitian nightmares were the "chimere," named after a mythical fire-breathing dragon and comprising desperately poor, heavily armed gangs of young men who did Mr. Aristide's bidding.

"We have gotten through so much as a country," says Ms. Stremy. "This is why we consider each other brothers and sisters. We are survivors."

Just over a week after the quake, roadside markets where many people buy all their produce began to reappear for the first time. Along the capital's Avenue Pan American, an artist strung a fishing line between two trees and hung his wood carvings, against a backdrop of tumbled boulders. Near Champ de Mars square abutting Haiti's ruined National Palace, wood-carved furniture was being sold next to a dead body covered with a purple flowered sheet.

A pharmacy that had opened was mobbed—and robbed. So some stores opened for just a few hours and had security guards keep customers outside, letting just a few in at a time.

All over the city, signs have sprouted up in English, French and Creole. "Help us," says one. "We need food and water," reads another. Some carry phone numbers.

Michele Pierre-Louis, a former prime minister in the government of Haitian President Préval, said that despite incidents of violence, most people "peacefully pray, sing and help each other the best they can."

At a waterfront park on Wednesday, hundreds of Haitians lined up facing the water through a large iron gate. They were watching a Red Cross ship make its way to shore with supplies. On the other side facing them were military guards holding their rifles.

On the grounds of the capital's elite Petionville Club, several thousand Haitians waited patiently behind a rope barrier for food and water packets being distributed by the U.S. 82nd Airborne Division. In the capital's Canape Vert plaza, members of the Haitian National Police supervised the distribution of food donated by private individuals in the Dominican Republic.

"We are waiting to get some food and water," says Lesly Jeudy, who says that almost every structure in his Christ Roi neighborhood has collapsed. "We haven't had any food or water for two days."
